Obama administration gets headlines for acts of clemency but the process is a mess, disorganized and causing further suffering. NPR filed a report on debtors slavery in St. Louis County Missouri. A recently filed class-action lawsuit alleges 13 municipalities in Missouri have been abusing their poorer citizens by ticketing minor infractions and then imposing irrational fines and jail time when they can’t pay the tickets.
