OTM: In South Carolina, not all Federal aid is equal

Governor Nikki Haley’s administration sought federal disaster assistance dollars during the ice storms of February but Haley and other Republican Governors have turned away federal dollars meant to extend health care coverage to the poor through Medicaid expansion.
